No doubt the administration leaked this withdrawal plan. Very clever counterattack to the Democrats political posturing. The administration was going to start to withdraw in 2006, but with the Democrats political point scoring, their insistence on the withdrawal of troops that were always going to be withdrawn, has led the administration to leak this to the media.
